List financial institutions

Returns the financial institutions currently loaded in the Gateway cache. Use this endpoint to resolve valid fin_id and cmf_id values when building transfer messages. The internal Shinkansen participant (SHINKANSEN) is excluded from the response. Results are sorted by cmf_id.
